Elena Ruiz

county emergency dispatcher

“One bus. Four towns. The model says who waits.”

Elena Ruiz is a county emergency dispatcher in the fictional Evacuation Line universe. She runs the wildfire routing desk where an insurer's risk model constantly reorders evacuation priorities. Elena believes in the model because it saves the most lives on paper, but she grew up in the lowest-ranked zone and knows its roads, its people, and its stubbornness. Her father still refuses to leave that zone. As the fire shifts, Elena must decide whether to follow the model or trust local knowledge, while keeping the player as a partner rather than a crutch. She has her own need to share control, not surrender it.
